Wheeling, West Virginia - Comprehensive Plan
Wheeling is a community of nearly 30,000 residents situated on the Ohio River in West Virginia’s northern panhandle. The community was once known as the center of steel manufacturing but has more recently become known as a center for the medical industry and educational services. The city is also centrally located to the recent oil and gas boom in the Marcellus Shale region. The city’s last comprehensive plan was completed in 1997 with a focus on infrastructure and economic development. This update, which included traditional public meetings and online public engagement, provides more direction for Wheeling’s future with a focus on reinvestment in the urban core and a strategic shift in focus toward the promotion of entrepreneurship and the growth of existing businesses. The public outreach also demonstrated a growing support for the development of affordable housing within walkable mixed-use neighborhoods. The plan outlines specific implementation actions and establishes an implementation committee to oversee these actions that will help direct the community towards its vision.
Compass Point Planning is the lead consultant on a team that includes E.L. Robinson Engineering and MindMixer. The plan update began in September 2013 and is currently going through the adoption process with a completion date of December 2014.
